Civilian Cyber Corps: A Model Law for States

The Future Security initiative at New America is a partnership between New America and Arizona State University. “It reconceptualizes U.S. security policy towards a holistic engagement with current and future challenges including domestic terrorism, armed drones, climate change, pandemics, rising authoritarianism, and new and emerging technologies.an initiative “for reimagining a more inclusive, equitable, and sustainable global order.”

This report explores civilian cyber corps (“C3s”), organizations that facilitate volunteer cybersecurity professionals to help fill a cybersecurity workforce shortage and support state and local government (“SLTTs”) and small and medium-sized businesses (“SMBs”) across the United States who are routinely targeted by cyber criminals. Similar to other civil defense organizations, like the Coast Guard Auxiliary and the Civil Air Patrol, C3s are critical to ensure the United States’ security. The report analyzes the current laws that govern C3s and offers “a model C3 law to guide states to build C3s on a solid legal foundation as a replicable, scalable solution to a large-scale societal problem.”
