The Future of Land and Housing program at New America “aims to help solve today’s land and housing rights challenges, both in the U.S. and internationally.” This brief researches the community impacts of mandatory home buyout programs in the Harris County of Houston, Texas following Hurricane Harvey in 2017. Mandatory home buyouts can be more disruptive than helpful, even if they are intended for natural disaster recovery, and they are especially impactful for people of color and/or low- to moderate-income communities that are more vulnerable to the climate crisis.
